WatchDir X01-05

I've make a new version of WatchDir available on the website. This is in response to someone out in userland not understanding the code and running the utility with privileges in what I'm going to call "experiment mode". Two crashes later...

This version adds some appropriate blade guards. You now must supply a directory as the sole argument to the utility. A lot of things are checked to see if you are about to shoot yourself in the foot. For example, if you specify DSA1:[000000]TEST.DIR as the argument, the utility now checks that this file really exists, and really is a directory. Also, previously there was nothing stopping you from specifying (for example) DSA1:[000000.TEST]. The code may or may not have worked. This form of directory specification is now handled correctly.

And I've added a bunch of documentation advising people how to run the code.
